On September 30, in Yerevan, as part of the Eurasian Economic Forum,
the Competition and Anti-monopoly Regulation Unit of the Eurasian Economic
Commission will hold a thematic session on the topic, “Government
Procurement as a Factor in Economic Integration.”
national authorities and Eurasian regulatory instruments, which actively promote
national treatment, harmonization of procurement practices, and the creation of fair
competition conditions. Further alignment of member states' interests in public
procurement will help establish a truly common market, enabling seamless
participation of non-residents in the procurement processes of other member states.
As a result, the market can be filled with goods produced primarily within the EAEU.
Given the sufficient production capacity for certain goods in Union countries,
policies supporting local producers should be more coordinated. The use of
exemptions from the national treatment regime should only be applied as a last
resort.
The session will cover three key topics in light of current challenges:
● Creating a common public procurement market as a key outcome of
Eurasian economic integration;
● Digitalization of public procurement, which should expand business
opportunities rather than restrict market access;
● Supporting manufacturers who have localized their production in member
states.
The session will be moderated by Avag Avanesyan, Deputy Minister of Finance of
the Republic of Armenia, with Maxim Yermolovich, Minister of Competition and
Anti-monopoly Regulation of the EEC, as the keynote speaker. Other invited
speakers include senior representatives of public procurement, trade, and industry
authorities from EAEU states, as well as officials from the Ministry of Economy and
Finance of Uzbekistan.
Held in a discussion format, the session will serve to strengthen the foundation for
further cooperation in the field of public procurement.
The event will take place on September 30, 2024 (11:00-12:30) in Hall #4 (4th
floor), Dvin Hotel (Seven Visions Resort and Places, the Dvin), Yerevan, Paronyan
Street 40.
