Foreigners who arrive in Belarus visa-free are allowed to transit (including through airports) to third countries, except Russia.
In other cases, foreign EEF participants will need a Belarusian visa.
IF YOU NEED A VISA TO ENTER THE REPUBLIC OF BELARUS
1. EEF participants can apply for a visa at any diplomatic mission of the Republic of Belarus abroad on the basis of an invitation for foreign citizens*.

Read more about the procedure for obtaining a visa on the website of the Ministry of Foreign Affairs of Belarus.
2. You can also obtain a visa upon arrival at Minsk National Airport at the Foreigners' Entry Administration (except for those arriving on the flights from the Russian Federation). Read more.

Foreign currency and bank cards transactions
CURRENCY EXCHANGE
Russian rubles, US dollars, Euros, Chinese yuan and other foreign currencies can be exchanged for Belarusian rubles at the banks of the Republic of Belarus. About 11 currencies can be exchanged at Belarusbank – the largest bank of the country. The currency exchange rate and addresses are available here.
Belarusbank branches and exchange offices at Minsk National Airport (third floor, departure area) and at Minsk-Pasažyrski railway station are open 24/7. Currency exchange rates at all Belarusbank branches and exchange offices are the same.
In the Republic of Belarus, currency exchange transactions with individuals are carried out without restrictions (if the transaction amount exceeds 42,000 BYN, an ID is required).
BANK CARDS
Visa, Mastercard, UnionPay and MIR cards issued by foreign banks work in the territory of the Republic of Belarus.
The limit for cash withdrawal from one card at the ATMs of different Belarusian banks is 2,055 BYN within one calendar month (or its equivalent in USD or Euro). It is possible to withdraw more cash at the bank branches if you present an ID to the bank employee.
Nevertheless, it is recommended to carry a MIR bank payment card and cash because Visa, Mastercard and UnionPay bank payment cards issued by banks outside the Republic of Belarus may not always work in some trade (service) organizations or ATMs.
