09:00 – 10:30 Hall No. 1 (2nd floor) | QUALITY OF THE INTERNAL MARKET OF THE EAEU Technical Regulation of Electronic Commerce in the EAEU: Ensuring the Security of Goods on Electronic Platforms In the context of the rapid growth of e-commerce and the increase in the number of marketplaces across all member states of the Union, including the presence of goods from foreign sellers on the Union's marketplaces, the issue of ensuring the safety of goods purchased by individuals is becoming more pressing. The Customs Code of the Union identifies two new categories of goods. e-commerce goods intended for sale to individuals, which must be placed under the customs procedure of a “customs warehouse” in compliance with “full-format” technical regulation measures (with documents on assessment of compliance with the requirements of the Union’s technical regulations); e-commerce goods purchased by individuals. This is a category of goods for which an approach has been adopted to implement a notification procedure in terms of compliance with the requirements of the Union's technical regulations. The work being carried out within the Union to define common approaches to regulating the circulation of e-commerce goods, particularly in terms of ensuring their safety, will enable both the development of a comparable mechanism for introducing technical regulation measures for the safety of e-commerce goods from third countries and the creation of favorable conditions for the development of e-commerce within the Union. In order to reduce the impact of labor shortages on the economic development of the EAEU member states, it is necessary to improve the conditions for increasing the mobility of in-demand workers in the single labor market of the Union. The issue of recognition of professional skills is becoming important. When working across borders, the employee must meet the qualifications required by the employer. The absence of equivalent qualifications complicates the access of their holders to work in another country. According to WHO, health care is one of the top ten sectors contributing to economic development and is also an important source of jobs. Prioritizing public health interventions helps build human and social capital and expand employment opportunities with economic returns. Questions for discussion:

09:00 – 10:30 Hall No. 3 (3rd floor) | EURASIAN CONNECTION Infrastructure and logistics in agriculture: modern challenges and solutions The state of infrastructure and logistics has a significant impact on the efficiency of sales of agricultural products and food and, accordingly, on the competitiveness of the agricultural sector, especially in the context of the crises of recent years and the disruption of global supply chains. The Union member states currently have a fairly developed transport and logistics infrastructure, as well as a high level of self-sufficiency in agricultural products and food (93.1% in 2023). At the same time, there are challenges in increasing the turnover of agricultural products and food both among Union member states and with third countries. These challenges include the predominance of small-scale production, which makes it difficult and expensive to consolidate batches, standardize products, and manage cross-border operations for small companies. Additional issues include a shortage of modern infrastructure for storing and handling perishable goods, the absence of a digital platform, low throughput, lengthy manual document verification at checkpoints, high transaction costs, and the need for secondary confirmations, verifications, and paper documentation. To enhance mutual trade in agricultural products within the Union, it is advisable to establish a transparent transport and logistics chain, expand warehouse capacity, including qualified storage, reduce costs, create a system for managing commodity and material flows, ensure the smooth movement of goods, and develop uniform standards and an information platform. 09:00 – 10:30 Hall No. 4 (4th floor) | QUALITY OF THE INTERNAL MARKET OF THE EAEU Law enforcement practice and development direction of antimonopoly regulation in cross-border markets In the Eurasian Economic Union (hereinafter referred to as the EAEU), issues of monitoring compliance with general competition rules in cross-border markets have been transferred to the supranational level. The Eurasian Economic Commission (hereinafter referred to as the EEC), as a supranational regulator, has been implementing law enforcement in cross-border markets since 2015. Documents on the delimitation of the competence of national anti-monopoly authorities of member states and the EEC have been adopted. Overall, a legal framework in the field of competition has been established, and significant practical experience has been accumulated. At the same time, current problems and challenges facing national jurisdictions are transmitted to cross-border markets. Thus, for a considerable period, both jurisdictions have focused on the increasing influence of digitalization and platformization of economies, as well as ensuring the affordability and free movement of goods, services, capital, and labor. In the year of the 10th anniversary of the signing of the Treaty on the EAEU, it is appropriate to assess the effectiveness of existing mechanisms and discuss directions for further development of the EEC activities to ensure equal competitive conditions in the cross-border markets of the EAEU. 16:30 – 18:30 Hall No. 4 (4th floor) | EURASIAN CONNECTION Eurasian Economic Integration in the Energy Sector: Challenges and Benefits Ten years after the start of the Eurasian Economic Union's operation, the exceptional stability of the created integration association and its adaptability to changing external conditions and emerging challenges in which the energy complexes of the member states operate have become obvious, which indicates the presence of "cementing" factors at the foundation of Eurasian integration in the energy sector. The fuel and energy complex of each country is the foundation of its dynamic socio-economic development, ensuring the satisfaction of the needs of the population and industry for key energy resources. Considering the historical, inextricable connection of our fuel and energy complexes, the development of integration cooperation in the energy sector through the balanced and step-by-step development of the existing highly effective relations between our countries is an effective and significant means of realizing the main goals laid down in the Treaty on the Eurasian Economic Union: creating conditions for the stable development of the economies of the participants, raising the standard of living of the population, comprehensive modernization, cooperation and increasing the competitiveness of national economies. Despite the different structures of the fuel and energy complexes of the EAEU countries, mutual respect and awareness of the possible negative consequences of a deterioration in the state of national energy security of a member state for all participants in the association make it possible to achieve an unprecedented level of mutual understanding, trust and consideration of national energy interests between member states, and also create the preconditions for the formation of a unified vision of member states on current issues on the international energy agenda. Thus, within the framework of the EAEU, a unique system of relationships in the energy sector is being developed, aimed at realizing the energy potential of each participant and, in the long term, having a significant positive effect on cooperation between the EAEU and partner countries. The launch of a common electricity market will significantly enhance the level of energy security for the member states of the Eurasian Economic Union. Centralized electricity trade, ensuring non-discriminatory conditions for participants in the Union's common electricity market, will allow for the optimal use of existing opportunities for transporting electricity between the Union countries via interstate power transmission lines to reduce the existing deficit in generating capacity and increase the level of mutual trade within the Union. The choice of jurisdiction plays a crucial role in the implementation of investment projects by businesses, taking into account both possible preferences and inherent difficulties. In terms of protecting capital investments, supporting businesses and guaranteeing the rights of entrepreneurs, investors are guided by the decisions of national governments. An important factor in the distribution of production across countries is logistical accessibility within the EAEU and the development of transport infrastructure. This infrastructure supports the creation of innovative industrial centers, including international logistics corridors and hubs. It also involves establishing joint clusters, technology parks, industrial parks, economic zones, and competence centers. These entities act as facilitators for investment in industrial projects and have proven to be effective tools for supporting industrial enterprises and innovative companies. Local authorities of the member states play a significant role in the development of industrial infrastructure and support of new joint projects. At the same time, businesses note a number of obstacles associated with the implementation of intercountry production projects. In particular, the high cost of borrowed funds. A key factor in addressing this issue is the mechanism of financial support for joint cooperation projects in industries, developed by the EEC and member states. In the sphere of public procurement, alongside national competence, Eurasian regulatory instruments are actively utilized. These instruments facilitate the provision of a national regime, harmonize approaches to public procurement, and create conditions for fair competition. Further convergence of member states' interests in public procurement will contribute to the creation of a truly common market, allowing seamless participation of non-residents in the public procurement processes of other member states. As a result, the public procurement market can become increasingly supplied with goods produced primarily within the EAEU. At the same time, given the sufficient production capacity for certain types of goods within member states, the policy of supporting domestic producers should be more coordinated. In the context of the global economy, the tourism industry is one of the most dynamic and highly profitable industries. Unleashing the potential of the tourism industry will become one of the factors in the development of related industries. Each EAEU country has its own specifics and advantages, special history and natural potential, unique tourist sites and rich cultural heritage. We will continue to introduce EAEU citizens to tourist routes and sites, including considering the relevance of information resources for tourism development. The development and implementation of a tourism development concept and the formation of quality standards for the provision of tourism services based on national and international ones will give impetus to cooperation in the tourism industry of the EAEU. Ensuring a comfortable business climate within the EAEU is a fundamentally important task. Addressing this is crucial for increasing the market attractiveness of goods and services and accelerating the growth rates of national economies. However, one of the main challenges for business development in the EAEU is the insufficient awareness of the opportunities provided by EAEU law. Therefore, the agenda includes addressing issues related to improving the efficiency of integration processes within the EAEU. This will support the implementation of promising joint projects, the development of national economies, and the enhancement of the export potential of goods and services from EAEU countries. The successful development of business in the EAEU member states will be supported by the functioning of the Single Market of Services (SMS) within the EAEU. It is crucial to further improve the SMS mechanisms and intensify efforts to expand it in line with liberalization plans. The deepening of integration processes creates opportunities for further expansion of trade, including diversification of its structure, between participants in such integration, and also forms a solid basis for trade and economic cooperation in the broad sense of this term. In the Eurasian region, in turn, traditional historical ties are actively strengthening and new formats of interaction between key players are being created. A striking example of this process is the formation of a free trade zone between the EAEU and Iran, which is being carried out in two stages. The first stage is the implementation of a temporary agreement, according to which duties on a limited range of goods have been reduced or eliminated since October 2019. To date, mutual trade statistics have clearly demonstrated the effectiveness of such cooperation. Thus, if by the end of 2019, the trade turnover between the EAEU and Iran amounted to 2.4 billion US dollars, then by the end of 2022 this figure has increased more than 2.5 times. The second stage is the creation of a full-fledged free trade zone in accordance with the free trade agreement concluded on December 25, 2023, which provides for the non-application of duties on almost 90% of the entire range of goods. At the same time, there are a number of fundamental issues on the agenda, solutions to which must be found to create additional conditions for the successful development of trade and economic relations: logistics, transport connectivity within the North-South corridor; cooperation in industry and agriculture, food security; promoting the increase in the volume of mutual trade and investment; settlement issues; other promising areas of cooperation that have potential for development.

In this regard, the topic of development, implementation and scaling of low-carbon development and climate adaptation technologies, which contribute to both minimizing damage from climate change and achieving the goals of sustainable socio-economic development, has become particularly relevant. The Agency for Strategic Initiatives, together with the Eurasian Economic Commission (EEC), has been holding a supranational competition for the second year, aimed at identifying technological leaders of the “green agenda” and popularizing effective practices in climate mitigation and adaptation of the economy to the consequences of climate change. In 2023, 296 applications were submitted to the competition, and the geography of the participants extended beyond the EAEU countries. Taking into account the response from foreign countries, in 2024 it was decided to expand the geography of the competition to all countries of the world. Cooperation has deep roots, linking the country with the Union member states economically and culturally. At the same time, its potential is still very far from being effectively realized. Since the beginning of the EAEU's operation, Cuba has actively demonstrated its willingness to deepen dialogue with the Eurasian Economic Commission, noting the importance of expanding trade and economic ties with all countries of the Union. The interaction between the EAEU and Iran is now developing in all directions and affecting all industries. In December 2023, a comprehensive Free Trade Agreement between the EAEU and Iran was signed, establishing a duty-free trade regime for 90% of the product range. According to expert estimates, the Agreement's entry into force will increase the EAEU's trade turnover with Iran by 50-90% of the current volume, creating opportunities for boosting trade in underdeveloped product segments. Under the Agreement, the EAEU will gain duty-free access to the Iranian market for the following products: railway equipment, tractors, certain types of trucks, special equipment, metallurgical products, ferroalloys, pipes of various diameters, finished metal products, forestry products, and chemical products. In turn, the Agreement will open additional opportunities for Iranian manufacturers to pursue joint projects in mechanical engineering (including joint production of automobiles, trucks, locomotives, freight, and passenger cars), as well as in the woodworking industry and the mining and metallurgical sectors. Along with creating the necessary regulatory conditions for trade in goods, it is critically important to fine-tune transport infrastructure, which can be successfully achieved through the formation of new logistics corridors and value chains. Therefore, in addition to the broad commodity coverage of the Free Trade Agreement, provisions on sectoral cooperation between the EAEU and Iran are also included. It is expected that the implementation of joint projects to develop transport infrastructure will ensure optimal connectivity between Europe and Asia, including via the International North-South Transport Corridor. Under the Agreement, Iran will open access to its agricultural market for such key goods of export interest to the EAEU as: beef, lamb, chicken (within the tariff quota), chicken eggs, wheat, barley (within the tariff quotas), vegetable oils (sunflower, soybean, rapeseed), sugar (within the tariff quota), chocolate and confectionery products, mineral waters. In turn, the EAEU will liberalize Iran's access to its agricultural markets for such goods as: fresh fruits, including apples, nuts, citrus fruits, kiwi, vegetables, in particular potatoes, tomatoes, cucumbers, peppers, as well as prepared food products. As for current trade indicators, agricultural imports from Iran in 2023 increased by 4.9% from 897 to 941 million US dollars compared to 2022. Of paramount importance in this process is trade - the formation of a trusted ecosystem for the circulation of agricultural products within the EAEU on a paperless basis, which will stimulate the digitalization of a large array of data throughout the entire production and distribution chain and ensure the traceability of agricultural products. Measures to develop digitalization of the agro-industrial complex within the EAEU include the signing of the Agreement on the rules for the issue (delivery), circulation and redemption of warehouse receipts for agricultural products within the Eurasian Economic Union on July 31, 2023. The agreement is scheduled to enter into force no earlier than June 1, 2026 and is aimed at expanding the practice of using a non-emission security in mutual trade - a warehouse receipt for agricultural products, which is issued in a non-documentary form. This underscores the presence of “cementing” factors at the foundation of Eurasian energy integration. Given the historical, inseparable connection between our energy sectors, the development of cooperative integration in this field through the balanced and gradual enhancement of existing, highly effective relations between our countries is a powerful and effective means of achieving the primary goals set forth in the Treaty on the Eurasian Economic Union: fostering stable economic growth, improving living standards, promoting comprehensive modernization, encouraging cooperation, and boosting the competitiveness of national economies. It enables the purchase of a wide range of goods throughout the EAEU, including in remote regions. This growth is driven by marketplaces—electronic trading platforms where millions of buyers acquire goods from hundreds of thousands of sellers across the Eurasian space. Currently, expert estimates suggest that approximately 70-75% of e-commerce transactions occur on marketplaces. For example, analysts forecast that about 50% of clothing sales next year will be conducted on these platforms. Electronic trading on marketplaces objectively supports employment growth, the involvement of small and medium-sized businesses, and the development of storage and logistics infrastructure. However, it also leads to the formation of entities with significant market power, which can have a considerable impact on the economy of individual regions and the Union member states as a whole. This underscores the need to discuss both the principle of whether separate regulation of marketplaces within the EAEU is advisable and the search for an optimal model that considers the interests of all participants: the state, marketplaces, sellers, and consumers.
