    Public Reception for Businesses on Competition and Public Procurement Issues

    The Public Reception of the Competition and Antitrust Regulation Block of the Eurasian Economic Commission provides a platform for direct dialogue with the EAEU business community. It provides an opportunity to present the Commission’s work in the areas of competition and public procurement, as well as to discuss key business challenges and explore possible solutions.

    To broaden outreach and enable wider participation, Public Receptions are held in a hybrid format (in person and online); representatives from across the Commission are welcome to participate in the reception.

    The programme also includes individual consultations, during which EEC experts provide guidance and clarifications to businesses.

    Integration Without Barriers: Dialogue Among Regional Organizations to Strengthen Economic Ties

    The rapid development of integration processes worldwide in recent decades has led to the emergence of a substantial body of effective regional solutions aimed at enhancing economic resilience and competitiveness, as well as addressing both internal and external challenges. The Union's integration agenda is primarily focused on improving citizens' well–being and creating the most favorable conditions for doing business. At the same time, each regional organization brings its own unique integration experience in achieving these objectives.

    The EAEU has formalized dialogue with key regional organizations, including the Shanghai Cooperation Organization (SCO), the Commonwealth of Independent States (CIS), ASEAN, the Conference on Interaction and Confidence–Building Measures in Asia (CICA), MERCOSUR, the Pacific Alliance, the Andean Community, the Latin American Economic System (SELA), Secretariat for the Central American Economic Integration (SIECA), the African Union, COMESA, the United Nations Economic Commission for Europe (UNECE), and ESCAP. Working–level contacts have been established with the Asia Cooperation Dialogue (ACD), the Arab Maghreb Union (AMU), the Economic Cooperation Organization (ECO), and the United Nations Economic and Social Commission for Western Asia (ESCWA), which may serve as a foundation for future economic cooperation. Dialogue with BRICS is being advanced through the participation of EEC and EAEU representatives in relevant events held within the framework of these intergovernmental organizations. Among the new areas of activity this year is the development of cooperation and the institutionalization of engagement with the Organization of Turkic States (OTS) and the Organization of Islamic Cooperation (OIC).

    The session will focus on enhancing cooperation among regional and intergovernmental organizations and identifying new drivers of global economic growth. Participants will discuss best practices in economic integration, opportunities for expanding trade and economic cooperation, and the role of digital and innovative solutions, including artificial intelligence, in building resilient economic ties.

    Industrial Cooperation in the EAEU: Business Ideas and Support Mechanisms

    The development of industrial cooperation among enterprises of the Eurasian Economic Union Member States is a key priority for strengthening economic integration and enhancing industrial competitiveness. The establishment of integrated value chains supports technological advancement, expands production linkages, and enables the implementation of joint business initiatives within the Union.

    The EAEU has demonstrated resilience to external economic challenges, while its established regulatory framework and industrial policy instruments create favorable conditions for the development of cooperative ties and the formation of a common industrial space, including through the use of digital technologies.

    Interest from the business community in cooperation projects continues to grow. Member States and the Eurasian Economic Commission are developing a comprehensive set of support instruments, including financial support mechanisms and a digital platform – the “EAEU Industry” portal which facilitates partner search and promotes industrial cooperation.

    The panel session will serve as a platform for discussing strategic priorities for the development of industrial sectors in the EAEU Member States, improving the framework for industrial cooperation, and enhancing the effectiveness of existing support mechanisms, with the participation of both public authorities and businesses.

    TRANSFORMING THE EAEU MARKET DEVELOPMENT

    Digital Product Safety Ecosystem: Platform Solutions and Economic Outlook

    In accordance with Decision No. 63 of the Board of the Eurasian Economic Commission dated 14 July 2021, the Commission ensures the coordination and implementation of the project “Digital Technical Regulation within the Eurasian Economic Union” (hereinafter, the DTR project), one of the key objectives of which is to provide stakeholders with a comprehensive set of data on product requirements established within the Union.

    The consistent implementation of the DTR project in 2023–2025 has demonstrated significant potential for the use of information technologies in the development of the Union’s technical regulations and the related implementing acts.

    The session will be held in the format of a dialogue with representatives of authorized bodies and organizations of the Union in the fields of technical regulation, standardization, conformity assessment and accreditation, as well as representatives of the business community of the Member States. It will not only help identify the needs of the Member States in advancing digital technologies at the supranational level as part of further work on the DTR project, but will also contribute to strengthening a professional community at the intersection of technical regulation and IT.

    Eurasian Trade and Logistics in the New Reality

    The transport and logistics sector is a cornerstone of trade and economic cooperation both among EAEU Member States and with external partners, including those under free trade agreements. The expansion of the EAEU’s network of trade agreements is taking place alongside the development of transport infrastructure, enabling the Union to better leverage its unique geographic position at the intersection of major trade routes along the North-South and East-West corridors.

    A key driver of efficiency in these processes is the adoption of paperless transport solutions. The digitalization of document workflows significantly reduces transit times at borders, minimizes the risks of fraud, lowers operational costs for market participants, and enhances transparency and traceability of goods in transit.

    In addition, free trade agreements increasingly incorporate elements of sectoral cooperation, creating opportunities for the implementation of multilateral investment projects aimed at developing transport, transit, and logistics infrastructure. In this context, initiatives to establish unified digital platforms for cross-border transportation are becoming particularly relevant.

    Modern Digital Solutions in Tourism: Experience of the EAEU Member States

    The session aims to deepen economic cooperation among the Member States of the Eurasian Economic Union through the exchange of experience in implementing digital platform solutions in the tourism sector, as set out in the Concept for Tourism Development within the EAEU, approved by Decision No. 19 of the Supreme Eurasian Economic Council dated 21 December 2025.

    Cooperation in the tourism sector will contribute to strengthening economic ties among the Member States of the Union, unlocking their tourism potential, increasing mutual tourist flows, enhancing the competitiveness of the tourism sector, and promoting tourism products, as well as improving the overall image of the Member States, making them more attractive to international visitors and investment.

    The dedicated legal session will focus on enhancing dispute resolution mechanisms and the evolving case law of the Court of the Union in the context of the ongoing digital transformation of legal relations, as well as its impact on the EAEU legal framework.     Eurasian Energy Integration: Strategic Direction

    Energy is a cornerstone of economic sovereignty and a key driver of integration. Amid the global transformation of energy markets and the reconfiguration of logistics chains, the Eurasian Economic Union is focused on implementing a common strategy to ensure resilience, energy security, technological advancement, and a strong position in the global arena.

    Digitalization and artificial intelligence have become the new language of the energy sector. A shared digital agenda is expected to support the development of truly integrated and efficient energy markets within the EAEU. The key challenge today is not only to combine energy capacities, but to build liquid, transparent, and fair common markets with clear and predictable rules for all participants.

    The issues to be discussed will help shape the future direction of the EAEU’s energy policy, including its digital transformation strategy, and support the transition towards a transparent and economically efficient system of relations in the energy sector.

    • the architecture of energy security in the EAEU in the context of developing common energy markets. Ensuring stable supply and protecting the Union’s economies from external risks;

    Artificial Intelligence and the New Paradigm of Competition: Risks or Drivers of Cross-Border Market Development in the EAEU?

    Amid the global digital transformation of the economy, competition authorities are increasingly exploring artificial intelligence mechanisms and adapting them to the evolving needs of antitrust regulation.

    AI technologies present a unique paradox. On the one hand, they provide regulators with powerful tools for market analysis, enhancing the speed and effectiveness of oversight. On the other hand, they enable new business models based on complex, often opaque AI systems, which may give rise to novel forms of competition restriction. At the same time, for businesses, AI remains a key driver of competitiveness.

    Despite varying levels of AI adoption, a common trend is the growing focus on inter-agency data integration, the automation of routine processes, and the deepening of analytics to proactively identify risks to competition.

    A central challenge across the Eurasian region is to strike the right balance. Regulators must develop flexible legal frameworks that, on the one hand, do not stifle the innovative potential of AI, while, on the other, are capable of preventing new forms of anti-competitive conduct enabled by AI technologies. This session will explore these pressing issues.

    Within the priorities of EAEU Member States, industrial digitalization is seen as a key instrument for improving production efficiency and the implementation of modern technological solutions. A body of experience has been accumulated through pilot projects involving the adoption of artificial intelligence and automation in industry.     Digitalization of Public Procurement in EAEU Member States: Challenges and Approaches

    The digitalization of public procurement processes in EAEU Member States represents a natural evolution of both legislation and practice in this area. It is closely linked to ongoing reforms at both the national and EAEU levels.

    This priority is reflected in the Declaration on the Further Development of Economic Processes within the Eurasian Economic Union until 2030 and for the period up to 2045. In the coming years, ensuring non-discriminatory access to public procurement will largely depend on the completion of the transition to fully digital procurement systems across EAEU Member States.

    During the year of the Republic of Kazakhstan’s chairmanship in the EAEU bodies, particular emphasis has been placed – at the initiative of Prime Minister Olzhas Bektenov – on the importance of a systematic approach to the digitalization of public procurement.

    EAEU–CIS: Economic Partnership for Progress (Joint Session of the Eurasian Economic Commission and the Executive Committee of the Commonwealth of Independent States)

    The Eurasian Economic Union and the Commonwealth of Independent States are key integration frameworks in the region. Dialogue between them was established in 2012. Between 2019 and 2025, the Eurasian Economic Commission and the CIS Executive Committee implemented three joint action plans, with work currently underway on the next one.

    A direct dialogue has been established between the Eurasian Economic Commission and the CIS Executive Committee on specific areas of economic cooperation, enabling the prompt exchange of information and ensuring the participation of experts in discussions of projects of mutual relevance developed within the framework of the Union and the Commonwealth of Independent States. Contacts are maintained at various levels and in multiple formats with CIS states that are not members of the Union. Sectoral dialogue is actively developing. At present, the Eurasian Economic Commission is implementing 9 (nine) memoranda with CIS sectoral cooperation bodies aimed at advancing cooperation in specific areas.

    Since 2021, efforts have been undertaken to address potential inconsistencies between draft acts of the Union’s bodies and regulatory legal acts being developed within the CIS. A coordination mechanism has been established between the Eurasian Economic Commission and the CIS Executive Committee to prevent such inconsistencies.

    At the Forum, representatives of the Eurasian Economic Commission and the CIS Executive Committee will share best integration practices, discuss ways to strengthen trade and economic cooperation, and outline mechanisms for addressing key economic challenges, including industrial and agro-industrial cooperation, the development of international transport corridors, and the digitalization of the economy.

    Digital Modernization of the EAEU Common Agricultural Market: From Traceability to Trade Instruments

    Digital modernization of the EAEU common agricultural market involves the integration of advanced digital solutions into the agricultural value chain, unlocking new opportunities to enhance efficiency, transparency, and competitiveness, as well as to facilitate trade within the Union.

    The entry into force of the Agreement on the Rules for the Issuance, Circulation and Redemption of Warehouse Certificates for Agricultural Products within the EAEU on 1 June 2026 will enable Member States to introduce and mutually recognize a new financial instrument in agricultural trade on the common market – dematerialized warehouse certificates. This will create new opportunities for marketing agricultural products, facilitate access to financing through the use of such securities as collateral, and increase market transparency, including improved traceability of agricultural goods. 

    In this context, the exchange of experience in implementing measures to promote electronic trade in agricultural products is of particular interest, including the development of digital ecosystems and solutions for product traceability and the establishment of commercial relationships between producers and buyers.

    Trends in Customs Regulation and Administration Across the EAEU, Including the Integration of AI Tools

    The Customs Union forms the foundation of the Eurasian Economic Union, with customs regulation serving as a key driver of integration processes within the Union. Customs regulation should support the core objectives of the EAEU – ensuring stable economic development, promoting industrial diversification, and facilitating the formation of a single market for goods and their free movement across the Union. At the same time, it must strike a balance between the interests of states and businesses: on the one hand, by facilitating foreign trade through the simplification of customs procedures using modern technologies; on the other, by ensuring supply chain security and protecting the economic interests and national security of the Member States.

    These objectives can be achieved through the automation and digitalization of customs administration, the adoption of advanced customs technologies, the development of inter-agency data exchange, the enhancement of risk-based approaches to customs control, and the harmonization of risk management systems across Member States. This includes a shift towards post-clearance control, the further development of advance information and advance declaration mechanisms, and the implementation of single window systems, among others.

    Digital Product Labelling in the EAEU: Safety, Transparency and Control

    One of the core principles of the Union is the promotion of fair competition and the strengthening of the competitiveness of national economies. Achieving these objectives requires the elimination of illegal and counterfeit goods from the Union’s internal market.

    Product labelling has proven to be one of the most effective tools in combating illicit trade. It helps formalize the market operations and protect it from counterfeit goods and unfair market participants, ensures traceability of each unit of product, increases fiscal revenues, and provides consumers with reliable product information.

    Since the signing of the Agreement on the Labelling of Goods by Means of Identification in 2018, digital labelling systems have been successfully implemented across EAEU Member States, demonstrating positive outcomes for both businesses and governments. The next step is to further enhance the labelling system to strengthen its effectiveness in combating illicit goods, in line with its original objectives.

    The session will focus on future directions for the development of digital labelling systems in EAEU Member States aimed at reinforcing efforts to combat illicit trade.

    International Experience in Advancing Digital Transformation in Cross-Border Transport

    Today, logistics performance depends not only on the development of physical infrastructure, but also on the efficiency of end–to–end logistics processes and technologies.

    The session will address key challenges and solutions – from building an innovative transport model based on digital technologies to enabling seamless document workflows. It will examine the role of modern digital tools at border crossing points in managing transport flows and logistics, as well as opportunities for advancing intermodal transport.

    Particular attention will be given to international cooperation and the role of UN/CEFACT standards and UN conventions in driving digital transformation. Drawing on successful case studies, including OTLC and Abu Dhabi Ports, the discussion will explore how ecosystem–based approaches and digital platforms can enable end–to–end logistics and the effective cross–border recognition of electronic signatures across Eurasia.

    As part of the session, a representative of UNCITRAL will present the UN Convention on Negotiable Cargo Documents, which aims to enable the transfer of title to goods in transit, support the development of multimodal transport, and promote the digitalization of global trade. The Convention allows for the use of a single negotiable cargo document throughout the entire transport route, simplifying document workflows, improving operational efficiency, and facilitating customs procedures.

    The session will bring together senior representatives of international organizations that develop regulatory frameworks and instruments for transport activities in line with global trends.     Throughout its history, the Eurasian Economic Union has effectively responded to emerging challenges and contributed to addressing the economic development priorities of its Member States. A key milestone in this process was the adoption of the Strategy 2025, which has proven to be instrumental for achieving the Union’s objectives amid global economic transformation. A comprehensive set of systemic measures – from improving the institutional environment to launching financing mechanisms for industrial cooperation – has strengthened the common market, supported the development of resilient production chains, sustained intra-Union trade flows, and mitigated the impact of external shocks on member economies.

    The EAEU has demonstrated its effectiveness as a mechanism for addressing the key challenges faced by Member States, businesses, and citizens. During the implementation of Strategy 2025, most Member States recorded strong economic growth, accompanied by increases in investment and household incomes. At the same time, the continued resource dependence of the Union’s economies, combined with shifts in global trade rules and the rapid advancement of breakthrough technologies such as digitalization, artificial intelligence, and robotics, calls for a reassessment of the economic development paradigm across the EAEU.

    EAEU Member States have the potential to undertake a qualitative modernization of their economies based on the adoption of advanced technologies. However, this window of opportunity is narrowing, raising the risks of technological lag and declining productivity, which could adversely affect long-term growth prospects.

    Strengthening cooperation among EAEU Member States in priority areas of integration can serve as a key response to these global challenges, accelerating the adaptation of national economies to ongoing changes. New global realities – including digitalization, the development of artificial intelligence, and broader technological transformation – require an update of the integration agenda. The implementation of the 2030/2045 Declaration offers an opportunity to recalibrate strategic priorities in line with the evolving economic landscape.

    12th Meeting of the Advisory Council on Cooperation between the EEC and the EAEU Business Council

    The meetings of the Advisory Council are aimed at enhancing mechanisms for business participation in discussing a wide range of issues within the EAEU, intensifying integration among Member States, and strengthening economic ties with key trading partners.

    Key Discussion Topics:
    • current issues raised by business communities in EAEU Member States, including the contribution of integration processes in the Eurasian space to improving the business environment;
    • effective approaches to achieving synergies from integration through the scaling of entrepreneurial activity across the EAEU.
