    Human Capital Development in Eurasia  to Be Discussed at Eurasian Economic Forum 2023

                Improving living standards and human development in the context of Eurasian economic integration will be discussed at the session ‘Eurasian Dialogue on the Labour Market: Human Capital and Healthcare’ as part of the business programme of the second Eurasian Economic Forum to be held on 24–25 May in Moscow. The Forum is timed to coincide with the meeting of the Supreme Eurasian Economic Council with the participation of the heads of the Eurasian Economic Union member and observer states. The Forum is organized by the Roscongress Foundation.

                “Ensuring the development of a single labour market within the Union is seen as a priority by the Eurasian Economic Commission, and our work aims to further expand the rights of the working population and improve their social protection,” said Bakytzhan Sagintayev, Member of the Board – Minister in charge of Economy and Financial Policy, Eurasian Economic Commission.

                The economies of the EAEU countries need highly skilled workers with new competencies who can produce competitive goods and provide quality services. For the further development of a unified labour market in the territory of the Union, modern digital technologies should be introduced, which will allow all its participants to communicate and perform legally significant actions across borders. In addition, the exchange of experiences and best practices in the field of high-tech medicine, as well as the implementation of digital initiatives and projects in the field of healthcare are relevant in the development and implementation of national policies.  These measures will stimulate economic, social and technological development. 

                The following participants are expected at the session: Anton Kotyakov, Minister of Labour and Social Protection of the Russian Federation; Irina Kostevich, Minister of Labour and Social Protection of the Republic of Belarus; Kudaibergen Bazarbaev, Minister of Labour, Social Security and Migration of the Kyrgyz Republic; Bakytzhan Sagintayev, Member of the Board – Minister in charge of Economy and Financial Policy of the Eurasian Economic Commission; Robert Urazov, General Director of the Agency for Skills and Professional Development; and Marina Schramm, Director of the Moscow Office of the International Organization for Migration. The session will be moderated by Mikhail Ivankov, Head of the Federal Labour and Employment Service. 

                On 11 December 2020, the heads of state of the Eurasian Economic Union approved a document on the Strategic Development Directions of Eurasian Economic Integration until 2025 (Strategy 2025). The well-being and health of the population, as well as the professional qualifications of workers as the most important elements of the workforce are reflected in Strategy 2025, which includes new areas of economic cooperation – healthcare and vocational education. The implementation of the Strategy will ensure the accelerated development of the economies of the EAEU states through the growth of investment and innovation activity, the formation of flexible mechanisms to promote growth and employment. 

                The second Eurasian Economic Forum and the meeting of the Supreme Eurasian Economic Council are held as part of the Russian Federation’s presidency of the bodies of the Eurasian Economic Union in 2023. The aim of the Forum is to improve cooperation ties in the Eurasian space. The Forum events will be held under the motto “Eurasian Integration in a Multipolar World". A total of about 35 business sessions will be held within the framework of the event. They will be divided into seven thematic areas, among them: ‘Human capital’, ‘Technology and Cooperation’, ‘The EAEU in a Changing World’, ‘Eurasian Collectiveness’, and ‘EAEU Internal Market, Cooperation in Customs, Competition, and State Procurement’. The strategic section will include a discussion on the EAEU 2030+ Strategy.

                In addition, the Eurasian Economic Forum will host the Green Eurasia International Climate Competition, the ASI business breakfast to discuss new opportunities for international cooperation in Eurasia, and the Business Breakfast EAEU–Indonesia Business Dialogue. There will also be business dialogues dedicated to cooperation of the Eurasian integration format with Indonesia and Latin American countries.
